I cannot clear my browser at the T-Mobile HotSpot or at the free Public Library. I call for someone to relief me.?

I'm contained by the United States where they provide free internet nouns at the above places. I have a laptop computer near wireless capability. My computer is competent to connect to both the above places but I cannot access the internet (open the browser). Please help me if within are new settings to be done. I'm brand new in the United States. I've a short time ago come from overseas. I bought my laptop computer in September 2006. It is still relatively unmarked. I had no problem access the internet back home.
